The Mountain Plains Health Consortium, located at Fort Meade, South Dakota, was officially formed in May 1997. Its purpose is to provide continuing and basic education, as well as other health-related services, to members of the consortium and the community. The consortium maximizes scarce health education resources by cooperatively providing education for rural health care providers with similar needs.

Health Education Development System, Inc. (HEDS) was created in 1972 by health care facilities in South Dakota. HEDS was incorporated as a 501 (c)3 organization in 1977.

Currently HEDS is composed of over 60 dues-paying members in 5 states — South Dakota, Wyoming, Montana, Nebraska & Minnesota. Members include hospitals, nursing homes, assisted living facilities, ambulance services, other health organizations and individuals.
